[Skyeye-developer] skyeye on mingw

hi:
we have tried to make skyeye run on mingw. but not very stable.
But skyeye on cygwin is stable.
If you want to run skyeye on windows, maybe cygwin is a good choice.
As I know, rtems develpment tools didn't support cygwin but supported mingw now.
So, maybe we should port skyeye on mingw.
