I don't quite understand what is your exact question, but
skyeye is just an emulation of the hardware and a connection
to the networking stack of the host operating system.
The bootp packet you are seeing probably comes from
other source, most probably windows networking stack
(if you have the TAP adapter configured for dhcp) or
the TAP driver.
I do not see any bootp packets - just three ARPs followed
by the windows SMB spam.
If you need a dhcp server, just install some and make
it listen on the host-OS side of the emulated network
link, in your case the openvpn TAP adapter.
