1. your problem appears to be cross-compiling uclinux problem (incorrectly
installation of toolchain) which is not skyeye problem. Please also provide
more details of errors.

2. Yes I presume the toolchain from skyeye wiki refers to Linux version

If you want to try windows based (cygwin or mingw) here are some good
